Hal Anderson

Idaho Water Engineering

Hal Anderson began his Idaho career in 1975 at the University of Idaho in the College of Natural Resources (CNR), after completing a four year tour of duty in the U.S. Air Force. Hal was on staff at CNR and after completing his Masters degree came to the Idaho Department of Water Resources (IDWR) in 1981.

Hal served in a variety of increasingly responsible positions within IDWR. Hal was Technical Services Bureau Chief for 12 years prior to his promotion to Planning and Technical Services Division Administrator in 1999. As division administrator Hal managed and supervised the hydrogeologists, hydrologists, planners, modelers, engineers and GIS specialists that provided the technical support to IDWR and the Water Board. Hal also served as the lead staff person for the Idaho Water Resource Board. As lead staff person Hal managed Board programs, represented the Board in various professional and political capacities including working directly with the Governor’s Office and the Idaho Legislature.

Doug Jones

Growers for Biotechnology

Doug Jones of Meridian, Idaho farmed with his father and brother near Twin Valley, Idaho for 35 years in an irrigated row crops operation. The business also did custom work in Idaho, Nevada and Utah as commercial chemical and fertilizer applicators and custom harvesters. Jones served as chairman of the Agricultural Affairs Committee in Idaho during a 20-year career in the Idaho House of Representatives. Jones founded State Agricultural and Rural Leaders (SARL), an international forum for ag policy makers, which annually brings together leaders from legislative bodies to discuss issues relative to agriculture.

Rob Tiedemann

Ph. D. | Ecological Design, Inc.

Rob Tiedemann is the owner of Ecological Design, Inc. a private consulting firm providing professional services to public, private, and non-profit clients.  He holds certifications as a Professional Wetland Scientist, Wetland Delineator, Fisheries Scientist, Wildlife Biologist, and NPDES BMP Designer.

Rob has worked complex projects with significant environmental and ecological issues throughout the Northeast and Pacific Northwest over his 30-year career.  And, has designed, permitted, and supervised construction of numerous constructed wetland projects including one nominated for the FHWA National Environmental Excellence Award.  His efforts to forge agreements on the use wetland banks as a mitigation alternative earned him the US Environmental Protection Agency (EPA) / Environmental Law Institute award for Outstanding Individual Contribution to Wetland Conservation.

Rob’s skills include expert knowledge of the Clean Water Act and Endangered Species Act.  He served as an expert witness and provided scientific support for the Department of Justice in the case heard by the US Supreme Court, Chantell and Michael Sackett v. US EPA.

Rob is a Visiting Scholar at the Center for Ecohydraulics Research, College of Engineering at the University of Idaho.  And, has served as both Chairman and a Member of Special Panels of the National Academy of Science.

Dave Tuthill

P.E. Ph.D. | The Wetlands Group

Dave Tuthill has worked in the field of water resources throughout his adulthood. During the period from January 1, 2007 through June 30, 2009, he served as Director of the Idaho Department of Water Resources (IDWR). In this capacity he was a member of the Cabinet of Governor C.L. “Butch” Otter, charged with the responsibility for planning and administration of water resources in the State of Idaho. The agency consisted of about 200 employees with an annual budget of about $25M.

Prior to that he spent 31 years working through the ranks in a variety of increasingly responsible positions for the agency, in both the State Office and the Western Regional Office. These assignments provided direct and applied experience in most of IDWR’s regulatory and water right programs.

Dave was an active member of the U.S. Army Reserve. He retired in June 2004 as a Colonel, Corps of Engineers, United States Army Reserve, with 30 years of Commissioned Service

Upon his retirement from the Idaho Department of Water Resources, Dave founded Idaho Water Engineering, LLC.
